Razom We Stand is an international campaigning organization based in Ukraine and the EU, that designs and implements breakthrough strategic advocacy and communications initiatives in energy policy. Our mission includes advancing sanctions against Russian fossil fuels and related investments, accelerating the EU’s plan to phase out Russian gas by 2027, and supporting Ukraine’s reconstruction based on renewable energy, phasing out oil, gas, and coal.
The Ukraine – EU Programme is a key pillar of our work, catalyzing elevating Ukraine’s climate and energy ambitions on its path toward full integration into the European Union’s political and energy structures. We place a strong emphasis on renewable energy as the foundation for Ukraine’s new energy architecture. In this context, we actively promote the implementation of critical European initiatives such as REPowerEU and the European Green Deal, while also advocating for ambitious reforms in Ukraine’s energy sector.
Position Summary:
We are seeking an experienced and highly motivated professional to lead our Ukraine – EU Programme. The ideal candidate will drive our strategic vision and oversee the development and implementation of key projects focused on energy security, the clean energy transition, and building Ukraine’s international reputation as a forward-looking, green economy.
This is a senior leadership role requiring strategic thinking, deep knowledge of EU and Ukrainian energy and climate policy, and the ability to manage people, projects, and advocacy campaigns. You will work closely with government bodies, international partners, and EU institutions to support the successful implementation of transformative energy reforms and high-impact public campaigns.
Key Responsibilities:
Strategic Leadership
- Lead the development and execution of the Ukraine – EU Programme strategy, with a focus on energy transition, energy security, energy finance, and related priorities.
- Engage with Ukrainian government bodies and EU institutions to ensure alignment with program goals.
- Foster strategic partnerships and coordinate efforts between national authorities, EU counterparts, and other key stakeholders.
Policy & Energy Expertise
- Develop and implement strategies for reforming Ukraine’s energy policy in line with EU market integration.
- Oversee projects aligned with Ukraine’s commitments under REPowerEU, the European Green Deal, and other transformative energy frameworks.
- Provide analytical insights on topics such as energy security, energy efficiency, renewable energy, energy finance, and infrastructure reform.
Fundraising & Partnerships
- Identify and secure funding from European and international donors, foundations, and institutions.
- Cultivate and maintain relationships with key funders across Ukraine and the EU.
- Coordinate the development of compelling grant proposals and project submissions for initiatives under the Ukraine–EU Programme.
Programme & Project Management
- Oversee the full programme cycle, including strategic planning, budgeting, implementation, and performance monitoring.
- Manage a cross-functional team responsible for political reporting, high-level event organization, stakeholder consultations, and advocacy campaigns.
- Adapt program strategies in response to domestic and geopolitical developments and lead on MEL (Monitoring, Evaluation, and Learning) processes.
- Drive the delivery of key programmatic outcomes and impact metrics.
Team Leadership
- Lead and mentor a multidisciplinary team of campaigners, researchers, project managers, and strategic leads.
- Evaluate team performance, foster professional growth, and promote a culture of excellence and collaboration.
- Nurture an inclusive, positive, and high-performing team environment.
Stakeholder Engagement & Advocacy
- Represent the organization at national and international forums, including in engagements with EU institutions, Ukrainian government, media, donors, and private sector partners.
- Design and lead public advocacy campaigns to influence policy and practice in the fields of energy and European integration.
- Establish strategic alliances with other international organizations, think tanks, and private sector actors.
- Serve as a public spokesperson for the Ukraine-EU Program, enhancing visibility of our organisation and its strategic priorities.
What We’re Looking For:
Qualifications
- Master’s degree or higher in energy policy, international relations, European studies, economics, or a related field.
- Minimum of 7–10 years of experience in energy policy, EU integration, or international energy programming.
- Proven expertise in EU energy policy, especially REPowerEU and the European Green Deal. Experience in relevant government bodies, public agencies, energy business, or energy diplomacy is an asset.
- Demonstrated success in fundraising, including proposal writing and securing support from international donors and European funding sources.
- Strong track record of programme and team management, financial oversight, and project planning.
- Fluency in Ukrainian and full professional proficiency in English are required.
