Attack Target and Paymaster at Once: Germany Must End Its Russian Gas Business Immediately

Two days after the suspected sabotage attack involving an explosive-laden drone at Leipzig/Halle Airport, which Germany’s Federal Public Prosecutor’s Office (Bundesanwaltschaft) is investigating as a serious attack on critical infrastructure, the Ukrainian campaign group Razom We Stand is calling on the German government to immediately end its remaining gas dealings with Russia. At the centre of the criticism is the state-owned energy company SEFE, which continues to import millions of tonnes of Russian LNG every year.

Olha Kondratiuk, Data Analyst at Razom We Stand, said:

“This week I experienced first-hand in Kyiv how devastating Russian drone attacks can be. On the night leading into Wednesday, 5 August, Germany apparently also became a target of Russian drone sabotage: a suspected Russian drone forced a DHL cargo plane to divert — an incident that Germany’s Federal Public Prosecutor’s Office is investigating as a serious attack on critical infrastructure. And yet the state-owned company SEFE continues to hold a contract for 2.9 million tonnes of Russian LNG per year — up to 70% of its LNG portfolio still comes from Russia. While this supply is due to end under the REPowerEU roadmap by January 2027, Berlin already has the legal basis, through the EU’s 19th sanctions package, to terminate the contract immediately via force majeure. You cannot be a target of Russia’s hybrid attacks while continuing to pay into Putin’s war chest. Berlin must use this legal basis now.”

SEFE’s contract with Russia: an unresolved problem

SEFE — fully state-owned and a former Gazprom subsidiary — is, according to research by Razom We Stand, the second-largest EU buyer of Russian Yamal LNG. The company holds a contract for 2.9 million tonnes of Russian LNG per year, originally running until the end of 2040.

• Since the 19th EU sanctions package (November 2025), SEFE has had the legal basis to terminate the contract via force majeure — a step it has not yet taken.
• According to research by Razom We Stand, up to 70% of SEFE’s LNG portfolio still comes from Russian sources.

Razom We Stand calls on the German government to:

1. Immediately declare force majeure through SEFE to end the Yamal LNG contract — without waiting for the EU’s 2027 deadlines.
2. Close all loopholes that allow Russian LNG to reach Germany indirectly via Belgium and France.
3. Conduct a transparent parliamentary review of Germany’s continued gas dealings with Russia amid the current debate on hybrid threats.

Angriffsziel und Zahlmeister zugleich: Deutschland muss sein russisches Gasgeschäft sofort beenden

 Zwei Tage nach dem mutmaßlichen Sabotageanschlag mit einer sprengstoffbeladenen Drohne am Flughafen Leipzig/Halle, den die Bundesanwaltschaft als schweren Angriff auf kritische Infrastruktur untersucht, fordert die ukrainische Kampagnenorganisation Razom We Stand die Bundesregierung auf, ihre verbliebenen Gasgeschäfte mit Russland umgehend zu beenden. Im Zentrum der Kritik steht der bundeseigene Energiekonzern SEFE, der weiterhin jährlich Millionen Tonnen russisches LNG importiert.

Olha Kondratiuk, Datenanalystin bei Razom We Stand, erklärt:

„Diese Woche habe ich in Kyiv selbst erlebt, wie verheerend russische Drohnenangriffe sind. In der Nacht zum Mittwoch, dem 5. August, wurde nun offenbar auch Deutschland zur Zielscheibe russischer Drohnensabotage: Eine mutmaßlich russische Drohne zwang eine DHL-Frachtmaschine zur Umleitung – ein Vorfall, den die Bundesanwaltschaft als schweren Angriff auf kritische Infrastruktur untersucht. Und doch hält der bundeseigene Konzern SEFE weiterhin an einem Vertrag über 2,9 Millionen Tonnen russisches LNG jährlich fest – bis zu 70 Prozent seines LNG-Portfolios stammen noch immer aus Russland. Zwar soll dieser Bezug laut REPowerEU-Fahrplan bis Januar 2027 enden, doch Berlin hat schon jetzt, durch das 19. EU-Sanktionspaket, die rechtliche Grundlage, den Vertrag per Force Majeure sofort zu kündigen. Man kann nicht gleichzeitig Ziel russischer hybrider Angriffe sein und weiter in Putins Kriegskasse einzahlen. Berlin muss diese Grundlage jetzt nutzen.“

SEFE-Vertrag mit Russland: ein ungelöstes Problem

SEFE, vollständig im Besitz des Bundes und frühere Gazprom-Tochter, ist laut Recherchen von Razom We Stand zweitgrößter EU-Abnehmer von russisches Yamal-LNG. Der Konzern hält einen Vertrag über 2,9 Millionen Tonnen russisches LNG pro Jahr, der ursprünglich bis Ende 2040 läuft.

• Seit dem 19. EU-Sanktionspaket (November 2025) besteht die rechtliche Grundlage für SEFE, den Vertrag per Force Majeure zu kündigen – bislang ungenutzt.
• Laut Recherchen von Razom We Stand stammen weiterhin bis zu 70 Prozent von SEFEs LNG-Portfolio aus russischen Quellen.

Razom We Stand fordert von der Bundesregierung:

1. Die sofortige Erklärung der Force Majeure durch SEFE zur Beendigung des Yamal-LNG-Vertrags – ohne auf die EU-Fristen 2027 zu warten.
2. Die Schließung aller Schlupflöcher, über die russisches LNG indirekt über Belgien und Frankreich nach Deutschland gelangt.
3. Eine transparente parlamentarische Aufarbeitung der fortgesetzten deutschen Gasgeschäfte mit Russland im Zuge der aktuellen Sicherheitsdebatte um hybride Bedrohungen.
