Position Summary:
The Legal Advocacy & Campaign Officer will lead the transition to clean energy use and lessen the utilisation of fossils, particularly in the rebuilding of Ukraine. This person will incorporate legal and policy expertise into advocacy campaigns, strategic legal assistance, stakeholder management, and harmonisation between EU and Ukrainian legislation, i.e., sanctions implementation, anti-corruption, and green law.
Major Responsibilities
1. Legal and Policy Research and Analysis
- Perform a rigorous legal and policy-making review in contrast to the reconstruction, energy transformation, and resilience of Ukraine’s democracy.
- Draft national and European Union-level legislation analysis and preparing short legal briefs and policy briefs
- Track international legal trends, sanctions, anti-money laundering, and anti-corruption laws.
2. Advocacy Strategy Support
- Implementation and development support for advocacy policies in Razom We Stand, including sanctions accountability and legal reform.
- Help in the design of focused public campaigns and policy interventions through the development of legal norms.
- Prepare and draft policy documents, memorandums, open letters, and briefs for internal and external stakeholders.
3. Stakeholder and Institution Involvement
- Liaise with Ukrainian parliamentarians, EU stakeholders, and civil society organisations in respect of matters that pertain to them.
- Assistance in coordination of joint advocacy initiatives with European and Ukrainian partners.
- Attend assigned national and international advocacy meetings and represent the organisation.
4. Legal Process Oversight and Litigation Support
- Keep records and track cases that are under Razom We Stand strategy (e.g., sanctions relaxation, oil and gas advocacy, accountability cases).
- Collaborate with outside experts, legal aid groups, or law firms as required.
- Maintain current and accurate legal documents, records, and files.
5. Communications and Outreach
- Help to produce publicly accessible advocacy materials like policy briefs, infographics, and explanatory notes.
- Provide legal guidance on media briefings and the use of social media.
- Give presentations or workshops covering legal matters that pertain to Razom We Stand activities.
6. Capacity Building
- Create internal capacity-building trainings and resources for Razom We Stand with staff and partners on the subject matter of priority legal issues (e.g., public procurement law, sanctions, and the right to a fair trial).
- Offer technical support to grassroots advocacy organisations and strategic partners.
Skills and Qualifications
Education
- Bachelor’s degree (preferably) in the fields of international, human rights, constitutional, or EU law
Professional History:
- A minimum of 3 years of experience in legal analysis, public policy, advocacy, or in an institutional/parliamentary setting.
- Experience of legislative work at or in the Ukrainian or European institutions would be highly valued.
- Exposure to NGO campaigns, coalition campaigns, or civil society activism.
Core Competencies
- Excellent legal writing, policy development, and analytical skills.
- Good interpersonal and communication skills.
- Ability to boil down high-level information into action-orientated advocacy.
- English and Ukrainian language skills (written, spoken).
- Prefer Legislative experience in the areas of transparency, anti-corruption, energy/environment, or sanctions enforcement.
- Previous experience in international fellowships, EU negotiations, or multilateral diplomacy programmes.
- The ability to work individually in novel situations with cross-functional teams
