Razom We Stand has published an analytical report assessing Ukraine’s institutional and industry readiness to implement Regulation (EU) 2024/1787 on methane emissions in the energy sector and providing evaluation of relevant capacity building needs.

The initial assessment finds strong awareness of the Regulation among public authorities and growing practical experience among major energy companies. Gas transmission, storage and large production operators are currently the most advanced in methane monitoring and leak management. At the same time, significant gaps remain across government institutions, gas distribution and coal mining.

The report identifies several urgent priorities: clearly designating competent authorities, adopting the necessary legislation and methodologies, creating an integrated digital MRV platform and asset registries, training inspectors and verifiers, launching pilot projects, and assessing the real costs of compliance.

Recommendations outline which practical steps Ukraine needs to take to fully align with the EU’s methane rules and reap the practical benefits: reduce gas losses and energy waste, modernise energy infrastructure, strengthen transparency and energy security, and accelerate integration into the EU energy and climate framework.
