Supporting the implementation of the EU Methane Regulation in Ukraine

Public hub of knowledge, analytics and events for stakeholder engagement for implementation of the EU Methane Regulation in Ukraine  We support the implementation of EU Methane Regulation 2024/1787 in Ukraine, helping authorities, energy companies and the public prepare for new rules on monitoring, reporting, verification and the reduction of methane emissions in the energy sector.

Why methane emissions matter

Methane emissions are invisible losses of energy and money, an occupational hazard for workers and threat to the environment.

Methane leaks in the energy sector mean the loss of a valuable energy resource. For Ukraine, this is particularly important in the contexts of strengthening the resilience of energy infrastructure and the need to reduce dependence on gas imports.

The European Union has already established clear rules for the energy sector regarding methane. The EU Methane Regulation requires oil, gas and coal companies to monitor, measure, report, verify and reduce methane emissions from their assets.

Reducing methane emissions is one of the quickest ways to lessen the negative impact of energy infrastructure on the environment. Methane is a short-lived but very potent greenhouse gas, so reducing its emissions and concentration in the atmosphere has a rapid climate impact and helps slow down global warming.

Cutting methane emissions helps consumers to save money by reducing avoidable and costly gas distribution losses that are priced in tarrifs. For Ukraine, better methane management can also attract investment, support EU market integration and make the energy sector more resilient.

For Ukraine, implementing these rules is part of European integration, modernising the energy sector and creating a transparent regulatory system.

About the Project

The project “Supporting the Implementation of the EU Methane Regulation in Ukraine” is being implemented by Razom We Stand, with support from the Ukraine2EU programme. Its aim is to assist Ukraine in preparing to meet the requirements of the EU Methane Regulation 2024/1787 through analytical support, consultations with stakeholders, and the preparation of information materials and recommendations on legislative and institutional changes.

Areas of our work

Analysis and needs assessment

Preparation of materials on administrative functions requirements under EU Methane Regulation, necessary skills for the government and competent authorities, existing gaps and resources for implementation.

Engaging stakeholders

Organising consultations with relevant governmental bodies and agencies, industry companies, civil society, parliament, donors and international partners.

Public communications and outreach

Presentations and explanatory materials on EU energy and climate policy in the field of methane emission reduction.

Razom We Stand is a member of the European Civil Society Observatory on Methane (CSO-M), an independent platform designed to empower civil society to drive down methane emissions from fossil fuels. By integrating science, policy and economics, CSO-M strengthens the role of NGOs in reform processes and national implementation.

We also support the Time for CH4nge campaign, which aims to raise public awareness of the problems of methane emissions and promote actionable solutions.

The two initiatives complement each other: the campaign fosters public awareness so that the actions of CSO-M members can take root effectively. They ultimately work together to address the methane crisis through both data-driven and action-oriented approaches.
